I have recently bought an Xbox One Wired Controller for PC and found myself in a desperate situation of trying to make it work on my Windows 7 PC. That led me to hours of installing/uninstalling, plugging/unplugging and googling until i finally pieced together a solution.
Note: I only did this with Wired controller, I do not know how it affects the wireless controller and its bluetooth adapters.
Since in yet another desperate attempt to migrate people to Windows 10, Microsoft stopped official support of Xbox One controller drivers for Windows 7, and went as far as breaking it completely. Even though their support page says the system will download the drivers automatically, that might not happen depending on certain circumstances explained below.
Right now, when you plug the controller and try to install the driver automatically through Windows Update, it will give you a 'Failed' message but your device manager will still show the driver as installed. So, if you already plugged in your controller and attempted to install the driver or any related software, unplug it and uninstall everything.

2) You are going to need to install two things that Windows Update should install itself through Windows Update, but for some reason, it did not do that for some people including me.
2.a) You have to download and install something called 'User-Mode Driver Framework version 1.11 for Windows' (KB2685813). It should be available here on the official Microsoft support site. If it is not available there anymore, try to google its name and hopefully someone forward-thinking has already uploaded it somewhere on the internet to download.
2.b) You also have to install 'Kernel-Mode Driver Framework version 1.11 update for Windows' (KB2685811). This one is a bit trickier since the download link on the official MS support page sends you to a 404 error page. So hopefully, this link which i used to download still works. If not, try googling it by its name or its Microsoft database code - KB2685811.
Restart your computer.
Now we need to manually download and install Xbox One Controller driver. Thankfully some other reddit users from this sub have done the legwork and the uploaded the drivers for future solution seekers. See this comment and download the driver based on your version of the OS and install it. Credit to /u/Arthurxbr .
Restart your PC just to be sure and plug in your controller. Now it should work!
Hopefully this post helps any poor souls in the future trying to solve this problem by spending hours googling around dead forum post and whatnot like I did.

After months of promises, Microsoft finally released Windows drivers for its Xbox One controller, allowing it to pull double duty as wired controller for PC gaming.
Unlike the Xbox 360 wireless controller, which required a separate dongle for PC use, all you need to use the Xbox One controller on PC is a standard Micro-USB cable. The wired connection provides the power, so you don’t even need batteries. Unfortunately, you can’t use the Xbox One controller wirelessly on a PC at this time.

Driver Installation
To set up the controller, head to Major Nelson’s blog and download the drivers for either a 32-bit (x86) or 64-bit (x64) machine. (If you’re unsure which file to grab, open Control Panel, type About
in the search bar and click System. Then, look under 'System Type.')
Open the file you just downloaded. Amusingly enough, Windows will show an 'unknown publisher' warning, even though the drivers are coming from Microsoft. Click Run in the box that pops up. You don’t have to plug in the controller to install the drivers.
A setup wizard should appear. Read and accept the license agreement, wait for the installation to finish, then click Finish.
Now, plug in your Xbox One controller. It may vibrate briefly, and you should see a 'driver software installed successfully' message on the System Tray.

At this point, you should be ready to play. Games that support Microsoft’s Xbox 360 controller should automatically recognize the Xbox One controller without any additional setup (with some exceptions described below).
Potential issues
The biggest problem is that several of the games I tested would not recognize the controller, including Dark Souls II, Transistor and Eldritch. The controller did recognize several other games, including Dishonored, Super Meat Boy and Trials Evolution. Uninstalling and reinstalling the drivers did not help, so hopefully this is just a temporary issue that Microsoft and game developers can resolve through updates.
Also, the first time I installed the driver, Windows 7 showed a 'Runtime Error' after plugging in the controller, followed by an 'XboxStat.exe has stopped working' error. The controller still worked, but the message was a nuisance. These messages went away after reinstalling the driver.
Finally, keep in mind that plugging the controller into a PC will break its wireless connection to the Xbox One. You’ll have to plug the controller back into the console via USB to pair them again.
